is a 3.4L's top speed 115 at stock due to a restriction, because thats all the speed odometer goes up to?

The ODOMETER? Do you mean the SPEEDOMETER? If so, have you ever had it up to 115? The third gen rs shuts down at 110, and I've been told that the 4ths do too, I may be wrong tho.

Unless the car came with Z rated tires it is going to be speed governed at 108 mph. Unless of course someone has reprogrammed the PCM and removed the speed governor.
