Unless you have the proper scan tools and diagnostic equipment your going to spin wheels. Impact sensors, mounted front, side and rear need replacement. Bags of course. Reset and learn procedures may need to be done considering the year (OBD1 vs. OBD2)

Your also most likely going to have to replace some of the column parts. The ring sensor at the base of the wheel...

I'd bite the bullet if I where you and get it done by a professional body shop. Your asking for a unexpected deployment if you don't get everything correctly installed.

I always had good luck replacing just the bag. Even though Insurance adjusters took the same classes I did on restraint systems that told you to replace all the sensors they would never want to pay for them unless they had visable damage.
There should be two sensors up front and one in the middle maybe under the center console. The air bag stuff has yellow wire loom/tape and connectors. Also the center and at least one of the sensors up front need to be activated for the bag to deploy.

I have also seen just bags work. But I'd hate to see him have a issue that causes more damage or a predeployment. Not saying it will happen, but it can.

It may be economical for him to have it squared away by a body man/shop once the body/frame/and paint are fixed up.

Its been a while since I last worked on a wrecked Camaro but I seem to recall sensors up front behind the bumper cover on the frame rails maybe.
