Default Headlight Relay...can't find it

My '94 has a problem with one of it's low beams. The highs on both sides work fine, the right side low beam works, but the left does not. It is not the light itself, it seems to be a problem either in the relay or with the wiring. Currently it is only getting 2.5v. I can not locate the relay for my headlights, there is a relay for my fog lights in the diagram in the owner's manual, but nothing for headlights.

Has anyone else had this problem? Anyone know where the relay for the headlights is? Any other suggestions as to what it could be?

Usualy the wires from one side splice and go to the other side. There may be a break starting in the wire somewhere. Maybe its just the plug in connector also. Or a ground

[&:] be sure to check your grounds first as they are the most common reason for headlight problems

Thanks for the suggestions guys, we've already checked the connectors and they are fine. I'm going out to check the grounds now, hopefully it is a ground cause this is the difference between me having to pay $15 for inspection, or ending up paying that plus whatever they charge me to fix it...and knowing that they charge $9 for a light bulb for a taillight, I hate to have to find out what they charge to fix my headlight problem.
