Manifold vacuum & the ECM control the EGR solenoid, whichin turn controls the EGR valve. The solenoid has electrical and vacuum connections. The electrical connection could be bad, vacuum hose clogged or leaking, bad solenoid, bad EGR valve, clogged EGR passages to exhaust manifold, bad ECM (not likely).
The EGR controls NOx emission by introducing exhaust gases into the intake system. This only happens when the engine is warm and operating at part throttle. At idle and WOT the EGR remains closed and no exhaust gases are fed back into the intake. Removing the EGR without tuning the ECM, usually results in poor part throttle operation. (lean fuel condition due to too much clean air & too much spark advance)

Check your EGR stuff. Look at the hoses. Pull and bend on them. They could be split and you not even see it. They will usualy split by the nipples where the hose spreads out to slide over them. Or it may still have the plastic tubes instead of hoses. Check them. Look for rat bites in them. You can start at the EGR and follow the lines
Check the EGR. If you do not have a hand vacuum pump puush up on the diaphram with your fingers them while its up plug the nipple with your thumb and feel if the diaphram drops down. If it does not hold its bad.
Do you have a vacuum pump? I can scan and email you a flow chart that may help some.

Not sure which system of EGR you have not seeing the emmision spec on it but also look at the manual and check to see if it has the heat by-pass sensor on the exhaust tube that runs up to the manifold. That sensor failing is common (seen a lot of Vette TPI ones fail) and it will throw a random "soft" code 32.
