what would cause a freshly rebuilt 600cfm carter afb carburator to only drip gas when i pull the throttle?

cloged fuel fillter , no fuel pressure. thats assuming the rebuild was done right..

X2. were all the little gaskets and rings replaced and put back in the right place in the right position?
