bumper paint peeling

my 96 z's paint is chipping and peeling away around the headlight (the black part on the bumper). What is the best way to smooth this out and what would be a good paint to use to touch it up?

Sand the existing paint with 1000 grit paper, don't go through the primer, repaint with flat black enamel spray. Watch the overspray.
