1990? did they have electronic keys for those models, cuz I had the same thing happen to my 2000 but all I had to do was clean the key off.
Try cleaning it first, then put it back in the ignition and turn it - if it doesn't work put it back into normal position and retry, maybe like 15 times. If it starts to crank suddenly during one of those it might be your starter, also i guess if you can find the starter under the hood I guess you can tap it lightly with a hammer when someone else is turning the key - if it starts when you tap it lightly and the other guys turning the key your starter is going bad.
BTW are your headlights dimmer than normal? If they are dimmer then your battery might be going to crap, but usually you can here the engine try to crank or this ticking noise if the battery has any juice left at all. Could be a bad connection to the battery too, but again if everything else works fine it probly is something else I would bet.
Hope that helps, I'm no mechanic but have been playing with my camaro for the 3 years I've had Cammy.

yes it has the vats on the key. what to clean the key with? do not want to ruin the vats on the key. tomorrow il jack it up and tap on the starter and see if that helps. it ran fine yesterday. thanks for the advice il try it all.

i believe it means the computer thinks u are trying to start the car with the wrong key. clean the key and see if that helps. if not u may need a new key or a new ignition. pretty sure u can have the vats deleted from the ecm.

The firsr thing to go bad is the key pellet (resistor) and the VATS contacts in the ignition switch. If cleaning does not help, try your spare key or get a new one. If that does not help the ignition switch contacts can be bypassed by wiring the proper value resistor between the two wires going to the VATS module. The CPM can be reprogrammed to delete the VATS, if you can find someone who does it.
