All you have to do is remove two of the timing cover bolts and put it on there with the supplied bolts.
Maybe, if that one's designed for the position of the mark that damper has.
It's less work to just make a new mark that will line up with his current tab. Not to mention a few strokes of a saw will save $6.96 plus shipping. Oops...Summit doesn't charge shipping, they call it a "handling charge".

I was looking for a timing pointer with the needle like I have. It's adjustable so you just set it to TDC and move the needle to the balancer's mark. I just couldn't find one on Summit for a 6.75/7 inch balancer.

So when the Crank key is at 12:00, The TBC is at 2:00?

You got that inside-out, and sideways...
When the crank key and timing mark on the damper is at 2:00, the engine (#1 and #6 piston) is at TDC.

So basically the Crank key and the TDC Mark line up at 2:00? like this?

Can you reuse the timing tape you have? Put the 10 degrees BTDC mark at that line you made (lining up with the key slot). TDC would be 10 degrees to the left of the key slot. The more I think about it, that's most likely the way your timing tab is configured. Older Chevy engines had the damper mark and slot almost lining dead straight (2 degrees BTDC), but I'm sure yours wants to be at 10. We could get into finding true TDC with the engine, but I don't think that's necessary.

I finally got some time today to install the Balancer, i used the old timing tape and did what you said, the old balancer outer ring did spin because when you line up the Key way slot and the and the outer ring it said it was at 30* which should be at 10*, i checked out the timing with the new balancer and it was at 5* BTDC i didn't have enough time to mess with the timing today, hopefully tomorrow i will, Here are some pics

I was wondering if you got the thing fired back up yet or not. Ooh baby, that old one's a slippin and a slidin isn't it?! Oh well, makes for a nifty paper weight.

I got her timed today, the total timing is at about 27* but I think the timing tape may be off a few degrees, but she doesn’t ping I took her out for a nice long run, as I was pulling into the driveway I noticed some antifreeze on the road, its leaking at the upper rad neck there is a crack where the neck and the rad meet, do you think I can weld this? And where can I get the tool to adjust the fuel and air mixture for a Quadra jet?

Take the radiator to a radiator shop to have it soldered up. It should be able to be fixed, as long as it's a stress crack and not corrosion causing the leak.
What tool are you looking for to adjust the carb? This service manual should help:
