Aftermarket 400 blocks don't have steam holes?

Default Aftermarket 400 blocks don't have steam holes?
I was comparing aftermarket 400 blocks to stock 400 blocks and I noticed that the aftermarket blocks don't have steam holes. Is this because the aftermarket blocks have siamese cylinders?
