Default Problems with sending new member a PM

This has happened to me a few times. A newer member (with a post count under 10) sends me a PM. When I reply and "submit message", I get this...
"The following errors occurred with your submission:
(Members Name) has exceeded their stored private messages quota and cannot accept further messages until they clear some space."
So, a new member can send a PM, but I can't return one. That's bass ackwards as far as I'm concerned. I also can't send them a PM out of the clear blue either.

New members are limited to a sent message/inbox space of 1. This was put in place to stop the raging PM spammers a few months back.

I understand, and figured that was the reasoning behind it.
But, might I suggest setting it to two, so that someone asking a legitimate question doesn't think they're being snubbed?
The good does outweigh the bad.
