Noise from newly installed HIDs, please help!!

Noise from newly installed HIDs, please help!!
So I just installed HIDs and when they are on I hear a noise like a jammed motor (annoying humming). If I turn the wipers on the noise stops until the wipers settle in their off position, then it starts again.
Any ideas on what it could be?
