Sand it down and repaint it. You need to sand down past any visible cracks or they will come back. If you don't have the resources/ability to match the color do all the prep and take it to a paint shop and you will save a ton of money.

There was a small crack that got hit by some hail and now it's expanded. I'm tight on money Rn an there is a few problems starting to go wrong cosmetic, exhaust, and possibly my clutch isn't fully disengaging (reverse grinds, forward gears stiff), what do you think it would cost to get it repainted?

it will always depend on your area, but for comparison i have gotten just the rear bumper painted for $200, this was a few years ago i was getting some damage repaired and they said $200 to add the bumper in. So if its just that small area to be repaired i would say less than $200. Even less if you do the prep work, most of the cost of painting is prep work.

I agree though, with the thickness of those paint chips, it looks like broken apart body filler.
