Default top speed

Hi, I have a 94 v6 camaro and its topping out at 104. The governors at 110 so why inst it going that fast? I'm just wondering because if its not performing its best i might not be getting as good of gas mileage as i should. I just bought it so i dont know how long its been since the last oil change, but it doesnt look to bad. Also, would a dirty air filter have anything to do with this? Thanks in advance.

Contrary to popular belief, 104 miles per hour is not where you get the best gas mileage (clever cover story though). Also, top speed runs are not the best way to treat your 'new' used car, especially if you don't know if the oil has been changed or not. My governor is set at 256 mph. Does that mean my car is not performing it's best, since it won't reach the governor?
