Throttle problems
Today as I was heading home from work I noticed that when I pushed in my clutch the motor was continuing to rev up. usually it drops to 800 rpm in neutral, but for some reason it was staying up at 2000 rpm. also when I would leave my foot on the clutch like at a stop light or when I was putting it into gear it would quickly rev up by itself. at one point on the way home it got up to 3000 rpm by itself with my foot on the clutch, and it was continuing to rise until I turned it off to keep from burning up the motor.
Does anyone have an Idea of what is causing this?

My cars done that a few times now. The first time a few years ago it kept revving up to red line so I did some testing and it turned out to be the tps. Then it was doing it again a few weeks ago and it was the tps once again. So I'm going to have to say it's probably your tps. If it was a dirty Maf it wouldn't allow the engine to rev as it wouldn't be able to sense the air volume going into the intake manifold. No intake air flow sensing = no reving of engine.

OK this can be a couple of things, IT could be the MAF causing the engine to think that there is not enough airflow and having the computer open the throttle to try and keep the engine from stalling. There is no IAC on a 99 3800 due to the TBW system. Another cause could be the O2 sensors giving incorrect readings of air fuel mixture, the revving and dropping is simply the engine getting too much fuel time and again.

I brought the car to our local advanced auto store today. It turns out that the care doesn't have a TPS or at least we couldn't find it on the car or on their database. the guy that was helping me thought it was the Idle air control valve however he wasn't for sure so I still haven't purchased anything.

There is a TPS but you have to get the whole Throttle body since it is built into the control mech. THERE IS NO IDLE AIR CONTROL VALVE! The throttle by wire engines manage idle air by opening the butterfly a little to let more air in. So this leads you to look at MAF and O2 sensors or a failed TB.
