His car is an OBD1 car. They would need an OBD1 reader. However I would never pay 150 for a single code readout when I can buy a reader for that amount.
Considering you've given me very little to work with here's all I can do. Tell me how the car acts when driving.
Gas comes out of the filler cap WHEN? Could be an EVAP problem.
Clutch issues could be explained by a master or slave going bye bye. How many miles are on the car?
Does the oil pressure do that instantly or as the car warms up? Warm, at idle, your car should be around 25-35 psi oil pressure depending on what weight and whether it's synthetic.

95 is obd1 with obd2 plug. you can make a adapter so obd1 scanner will work. test your evap system. https://camaroforums.com/forum/lt1-lt4-tech-9/testing-evap-system-51219/ it sounds like the vent valve may be pluged or stuck/jammed or gas cap is shot.

I know he has obd1 I just thought they read everything. Well that sucks. I'd just buy a code scanner for that price then you have it whenever you need it. Good luck with the car... Listen to craby and evilkal, they know their stuff.

get a new gas cap to start with. as for the oil pressure, what is the pressure at idle and at 2k rpm when cold and at operating temp. what wt of oil did the previous owner have in it and what wt of oil did you use? a drop like that would be expected if it had 20w50 and you put 5w30 in it or if it had a additive like stp in it before you changed the oil. like kal said the clutch could be the master or slave cylinder or could be leaking fluid line or no fluid.
