Default Scan tools, computer programming, etc ?

I read on several post where people do modifications with the computers in their cars. I have never messed around with that stuff. Is these mod's done with a software program you added to your laptop? If, so, does the software allow you to scan for codes as well as program the cars computer. What do you look for when buying these type tools? All I have is a fluke multimeter and I'm thinking if I keep tinkering around with camaro's, might as well invest in some good tools for diagnosis.

Reading the codes, Yes but most of the "reprogramming software out there is pricey also the 97 up computer respond better to it. I have some links saved at home I can post later but if you head over to ebay and search for "OBD2 Laptop cable" I think you will find cables for sale with links to the free software. That how I found out about it. I was in a hurry at the time so I just bought a scan tool.
