rust in cylinder

Default rust in cylinder

alright i have a .4 95 camaro it seized with water in 1 cylinder i got it broken lose and it turns fine. sould i refinish that cylinder or .... it seized because the spark plug was left out but i am rebuilding heads now and have all new gaskets so not a head problem. it is about the top inch that had the rust and it was thick flaky rust maybe 1/8 of a inch thick i scrubbed the exsess of with scotch brite and a razor blade.

You will want to hone it clean... more importantly, how did enough water get in there to cause as much rust with only the spark plug left out? Little bity hole and alot of rust... just wondering.
