The lights should be off before you engage the starter, as you want all available power to go to the starter. The flicker you see is caused by the starter drawin all the power from the battery. When it is cold the battery develops less power, the oil is thicker making the engine harder to turn, and the starter tries to draw more current in order to be able to turn the engine, and the lights blink each time a piston is on the compression stroke.
Before starting the car, turn off all electrical stuff: lights, stereo. air conditioner, window defroster, etc..

Then what lights are flickering? The dome light? Pete said all about the cold starting. If you haven't done it in a while, then changing the plugs and wires might help with quicker starting.
