You'll need to check for any fuses that may be blown. I'd suggest removing the fuse and checking continuity. Also, for the best horn access, you'll need to raise the vehicle. A few body type plastic screws will need to be removed on the front passenger side, roughly behind the headlight unit. This will allow a plastic flap to be opened and expose the two horns. You will be able to unbolt them from the car and disconnect their connectors. If you have to do this, make sure you bench test them. Apply 12 volts to each horn. While doing so, tap the body of the horn and turn the adjuster screw in both directions. The horn may be simply stuck and need a little coaxing to work.

Also, hold the horn button and turn the steering wheel in both directions until it reaches its stopping point. Doing so may reveal a broken or worn clock spring, but only if the horn sounds at any given time during the turns.
