There are two circuits involved:
1) Fan power is fed trough the closed contacts of the fan relay.
The hot side contact is connected to a 20 gauge fusible link and has power at all times. The other contact feeds the fan.
2) Relay coil power comes from the FAN fuse, 20 AMP, power only when key is on the ON position.
When ground is applied to the other side of the relay coil, the contacts close through and the fan gets power through the fusible link.
