Default No crank no start

I recently brought home a 1994 Z28 Camaro that had been sitting in Grants Pass, Oregon for anywhere between five and 10 years. I got it off the trailer, power washed the outside, put a battery in it, and tried to crank it. It has no crank. I have taken the starter off, and bench tested it. The starter operates fine on the bench, but when I put it on the car, it does nothing. It is not even trying to push the Bendix out. The car has a brand new battery, brand new positive cable down to the starter, brand new negative cable down to the motor mounts. I do have 12 V at the signal wire when the key is in the start position. I also noticed that when the key comes on, there is no security light, or check engine light illuminated. Any help would be greatly appreciated.

well that's a head scratcher. have you tried to get starter to work by jumping the exciter post to the hot/big post to make sure it works while installed

I have. It really doesn’t make any sense to me. I’m going to work on grounds this weekend
