What is it?

yes. pressed while car is running and stopped, it puts your trans in 2nd gear so when you take off from a dead start your tyres spin slower, making it easier to get traction in snow or rainy bad conditions

You can engauge the SGS any time moving or not. What happens is the transmission forgets abut first gear and starts you off in second. This is because the 3.8L engine has a quick spin up and can cause loss of traction easy in less than ideal conditions. Use it in ice and snow or slippery rain for best results.

To keep from making a new thread ill ask here since his question was answered. I had mine on one time and floored it from a dead stop, the car downshifted and from then untill i parked it when it would shift from first to second it was like a real real hard shift. That was with sgs off, then when i parked it and restarted it it was gone? Answers? was i in performance mode or somthing?

Because you forced the car into shifting down to use all the fuel that you introduced into the engine. You overrode the SGS and probably spun the **** out of your TCC which fooled the computer into trying to compensate for that.
You didn't enter performance mode. You just did something stupid.

TCC= torque converter clutch
high performance wise, second gear start would make it harder on your trans and give a worse launch. less spin but wayyy less torque
