i think the 99 has three pieces to the fill pipe/hose. maybe take it lose from the lowest point/closest to tank and see if theres something going on there. mine is one piece, fill pipe is connected to the tank so cant take it lose.

i toke the top part of it off. there was only about 6 inches left still connected it looked fine. thats how i noticed when i opened the bottom flap on the fill tube it was pressurized and gas would come out.

as long as there is a pressure difference the flap is going to stay there. somehow it got flipped up and stuck. take as much of the fill tube out as you can again and put a rag over the opening. then let the pressure out. if its not jammed in there the flap should flip down. it may take a little help if its stuck from being there for a time. if you havent yet you may want to pick up a new gas cap.

Ok so i toke the fill tube off all the way to the tank. i then toke a screwdriver and opened the flap but as soon as i did the gas just started pouring out. now the flap seem hard to open.

it looks to be metal. when it is open gas comes out and rapidly. and now it is real hard to open it back up.

how is all this pressure building up. well if its metal then its either on a hinge or a slide. so it would either flip down or slide up and down. can you get a couple pictures. i can not find anything on any flap in a gas tank on line.

Are you talking about the spring loaded flap where the fill nozzle goes in, or further down closer to the tank?

see i was wondering the same thing the tank seems to be getting pressurized. also its the flap that is in the tank. right where the fill tube attaches to the tank.
