Not always, there's no set rule. The IAC is a motor, with a pintle; shaft with a tapered plug (insert wise-crack here). It moves up and down to open or restrict the air passage coming from the opening in front of the throttle blade, to adjust idle speed higher or lower. If the IAC goes bad with the pintle more in the open position, you will have a fast idle. Same goes if it's stuck in the down position giving a slow idle.

TPS by itself will not cause high RPMs. For an engine to have High RPMs, it needs Air from somewhere. The IAC "should" control any incoming air when you are not touching the throttle. IAC could be stuck open or it "thinks" it is already closed and its not.
Step one would be make sure the throttle plate is closed. ( it could have a cable routed wrong or linkage is rusted/binding)
Step two plug the IAC port on this side of the throttle plate and see if the motor stalls. If the motor does not stall with the throttle plate closed and the IAC plugged then the motor is getting air from someplace else. AKA another Vaccum leak
