I don't have the 8 disc CD changer in the back. does that matter?

does the radio work manually? i am going to suggest you download the factory service manual and look up the wiring diagrams and at the troubleshooting pages. apparently it does not happen much cause i can not find anything on it doing searches. i did find that the blue wire from the column handles the controls.

did find one for changing bulbs Pontiac Steering Wheel Light replacement could take the switch out and make sure its plugged in.

Correct me if I'm wrong, but weren't steering wheel radio controls for the Camaro not until the 2000 year, but the Firebird did have it in 1999? If so, that certainly explains why it isn't working, it would be a swapped wheel that you have.
