As a last resort, soak with nitroglycerine and whack hard with a hammer. lol
Seriously, most commercial penetrants work well but they may need time, like a few days of soaking if the rust is really bad.

Sorry I missed the end of your post, I don't know how I overlooked that. I used PB Blaster a couple times in the days before I tore everything apart and had no problems breaking anything loose.
