8 grand into the car you have probably wouldnt get you past body work and engine swap. I mean theres no point in doing bolt ons to the V6 if your just going to swap it out. If you want your body done right it will run you a couple thousand. including bodykit body and theaccessories (like your lights) and then theres the paint. Once your body work is done your going to spend hundreds buying things for the swap, then you have to buy the engine (ive been told Used LT1s run for about 1000 dollars and its only more expensivefrom there). Now 8 grand into a Z28 and your set. What you really need to do is write down what you want to do and find out who you want to do it and how you want to do it etc. Get quotes and find prices from parts stores and then add all the prices up (including all the shipping). I did this for my list and i think everything excluding engine and paint came to about 5grand. This is everything from intake/exhaust to rear end and even appearance stuff.

Or if I get one between 93-97 I can swap out the parts from my camaro to the one I get from the junk yard....
I dont know where you live, but good luck finding a 98 up ss in a junk yard that you can save. Getting a car from the junk yard is going to turn into a bigger project then swapping your v6 car. if you own a second car already i would sell the camaro you have, save your money and buy a z28 thats a driver. drive it and upgrade it as you go.
Yeah. Is your project limited to just 4th gens? youd have a lower budget with an older camaro, their cheaper and dont require the electronics and wiring etc. BUT if you are limited to 4th gens id suggest selling what you have and save up for the cheapest 4th gen z28 you can find. Mileage should be no issue if your getting a crate engine anyway because if you get a crate engine your gonna have to fortify alot of other stuff so it doesnt break meaning youd upgrade alot of other high mileage parts. Now if you just want a Camaro/race car id look for a 1st or 2nd gen roller or maybe a 3rd gen driver and beef the hell out of that with a carbbed Big block and all the bells and whistles.
If you go with a Z28 of some sort you shouldn't have to worry about getting a crate motor and swapping it out. All you would have to do is get a new top end and a stroker kit, maybe bore it .30 if you have more money and you're set. You can always consider forced induction as well.

] That poor car!
With front end damage like that it's possible that you're going to have some frame damage, so watch out for that. Needless to say cosmetics are usually very pricey. I wouldn't go for something that's been wrecked.

I dont think its bad enough to where the frame may have been altered... the priciest thing would be to repair the left quarter panel... I have freinds who own a body shop though so ill talk to them and see what they would charge for something like that
Even if you're throwing a body kit at it that's not going to cover the left rear, as you've already stated, not to mention both front fenders as well, the drivers side looks heavily damaged and the passenger side looks minorly damaged. Plus, those two are fiberglass so you have to purchase new ones because you can't bend fiberglass back, especially since it's already broken off. You're going to have to redo the dash since the airbags have been deployed. There's just a lot of work that's going to go into that car before it's even drivable.
