clear coat is applied after the base coat is applied, and is still wet.
EX: if your hood has clear coat peeling, or chips missing of clear coat, but is still in good shape,most (good) body shops will either strip the hood down, prep the hood, put a sealer on it, wait a few min, put on the base coat(s) of paint, and then after only a minute or 2 apply the clear coat, or buy a brand new hood and paint it the same way.
so if your fender is missing clear that means they would have to re-paintthe the entire fender.
if its just small chips missing you can buy a touch up clear coat, or touch up gloss black paint that looks as if its clear coated when dry.
