No, DON'T do that!
As a seller, I ALWAYS resent when someone on the phone shoots me an offer sight unseen. How in the hell can someone negotiate without seeing the car? Plus, saying that makes you sound anxious.
And, with an asking price of $10,900, you should be able to get it for less than $10k. Seeing how it's priced, I'm sure the seller is probably hoping for $10k. But in this tough market, he wouldn't be getting that from me after I was done with him!

If you can afford to spend the extra $3500 for the car and pay the extra $200 or so every 6 months then you should definitely go for the 2002. Most likely it will be more reliable and have quite a bit more power.

Hey Bill, that's a great looking Camaro you have there. I'm very jealous.
