your header is "one day after a start"

has the car been sitting for months?

If not, as was asked, what have you done? You say you added 4 quarts of oil; does that mean it was down 4 quarts and you were driving that way?

the more details the better but as others have said, it sure sounds like it's coming from the valve train.

you can start by wiggling the rockers to see if any of them are loose. You may not be able to determine unitl you start the engine and you should be able to touch each rocker and see wihere the noise is coming from.

Judging from some of his other questions, I don't know if we want to be telling him to touch the rockers when the engine is running. At least not without linking him to a youtube of someone doing it so he doesn't get his fingers mashed.

This is a video of whats happening under that valve cover, although this is a LT1 engine and the rockers look a bit different, its the same concept!

i noticed no one mentioned the blinking cel thats a misfire might want to get that checked out

Ok i got cel checked out and it said it a missfire in cilinder 3 what do u guys reccomend i should look for i just bought the hynes manual with hope it will assist me along the way.

Most common things to look for is bad spark plug, plug wire or coil pack. However, there are other issues that could cause the cylinder to not fire, such as valve train, low compression, coolant getting in cylinder,fuel issues, etc.
