If you are referring to that fact there is only one emission report? That is most likley because it was a racecar on theNascar circuit right up till the end of last year. Race cars don't have to be tested.
That orit is a car that came from a State/Area that did not have emission testing or reporting. It was taken to CA which would require emission test.
