Default Need some trim help

This piece on the window seems to not wanna stay down. I have took it out and pulled the hooks out a little, and put back in but it still will come up with the window. Anyone have any suggestions on how to fix this?

*Cant get images up but its the black trim the runs along the bottom of the window.

if u roll the window all the way down it should let u see in there better too. have u tried cleaning it with soap an water. could have something sticky on it so it grabs the window on the way up.
