im trying to get to the 30MPG everyones talking about but can only get up to about 25-26 ive completely changed my driving habits and dont really bring her up any higher than 2000RPM what can i do engine wise to bring it up more the cars 15 years old and has 110K miles on it just about everything is original (i just changed the original battery about a week ago) so im thinking i could use some new parts

Make sure your travels are all down hill! LOL. We don't get anywhere near 30 mpg on the 96 or 98. The 98 has a fresh engine and the 96 engine has over a 100K (donor). There seems to be a big difference in the 96 and the 98 but I believe it is driving habits or lack there of. The 96 passed me like a bullet today so that might explain the less than 20 mpg. Both these cars see mostly city, county road type driving.

Check air filter and repalce the fuel filter. O2 sensors, maybe. Get your tire's air pressure to high end of what is allowed.

The gas mileage you're talking about getting would be open road, highway only driving. That means fill the tank, take it on a long road trip, and fill the tank again at the other end. Anything other than that is considered "combination driving" and your gas mileage will be lower.

ive taken the filter out shaken it into a mason jar (pretty clean just little sand like particles and a very small amount) rigged up a hose fitting and flushed water thru the filter for about 2 hrs then put some rubbing alc. in it shook that around to dry up some of the water and let it sit in the 110+ degree SC sun for about 5 hrs to make sure there was absolute no water in it (at the time i had no job and couldnt even afford a new 10$ filter)

the problem is that i drive so much that every 3 days i gotta drop 40$ into my tank and im fine driving like a grandma my car sounds better at low rpm anyways

I bet 30 mpg can be done, as long as everything is in tune and good working order. And with a more free flowing exhaust and intake setup. I used to get 25 mpg on the highway with my old 96 Z28, and I don't drive like a granny.
