I feel like I am riding on a boat
1993 6 cy. stock
A little back and fourth on the wheel and I feel like I am riding on a boat
(or one of those old caddys.)
New shocks and sway bar bushings in the front done. Still nothing.,
shuld I try back shocks or springs in the front next?

check and most likely change the outer tierod ends and check the wear idicators on the ball joints. if the base of the grease fitting is even or below the ball joint housing edge thats next to it then its time to change it. what tires are you running, what max air pressure is called for in them and what air pressure is in them. what struts did you get for the front?
As Craby indicated, getting the suspension and steering back to new condition is the best thing you can do to get the car to handle properly. Fancy tires, shocks, etc on a worn out suspension will just amplify handling & ride problem. Ball joints, tie rod ends, control arm bushings (front & rear), sway bar bushings & links, panhard rod, steering rack, all need to be checked out and renewed as needed.
