Exclamation how to tune/program?

Hello all, i have a 1995 3.4l and it is running obd 1.5, i was going to order a chip tuning kit today but i am attatching photos of my whole ECM, how do i chip? im buying the one from tunercat and they sell the OBD 16 pin ALDL cord that claims to be able to program the OBD 1, but mine has always been finnickey and i would much prefer to chip this board and plant it inside the cabin. im attaching pictures of both parts of the boards none of these chips look like the right one? and the photo with the blue port in the center had a removable chip with obviously 8 pins on one side, would this be the chip that is replaced or removed to program? because in everything i see it is a 24 pin chip 12 on each side. If this is the correct chip please direct me to a company where i can buy the correct parts for it, I am not looking to buy a pre programmed chip as this is just to learn OBD 1 as well as improving my 3.4l efficiency so im not looking to dump 600 bucks each time i want to change something haha. Thank you!

P.S. sorry for crappy photos, I still have a samsung galaxy S5 because its invincible!

Never heard of a PCM that could be programmed or have the PROM. GM switch to programmable in the early 90's to save money. Its a lot cheaper to integrate memory into a board then it is to make ZIF sockets and PROMs.
