And you obviously missed the main point, stock "housings" did NOT have replaceable bulbs. It was a SEALED BEAM, meaning the whole unit, glass and all, was replaced when the light burnt out. If any of the 97 and earlier cars have lights with the ability to replace just the bulb the housing would aftermarket or owner modified.

This is actually a legality issue. Technically you're only allowed to have 4 filaments lit at any give time on the front of your car. If you had on brights (2), regulars (2) and fogs (2) you would be over the legal limit. That said, it should be possible to rewire the fogs, but that's the only way to get it done.
It is for the lights that are used to help visibility of the road.
