Default Harmonic balancer removal

have a 1996 camaro that im rebuilding. I’ve got the engine and transmission pulled and separated. Got the crank shaft bold out and now trying to get the harmonic balancer off. I’ve got the pulley and had to go get some different bolts cause the ones that come with it were too big in diameter. Got it on there but then realized there is what my husband and I are calling a rubber plate as big as the pulley itself and the end of the puller is just going straight into it so it’s not pulling it off at all. I’ve added a picture so y’all will understand if I haven’t explained it well enough. I’m learning how to do all this cause I want to rebuild my moms Camaro! Thanks for any help y’all can give me.

the puller needs to be pushing on the crankshaft. if I remember right I put a bolt without washer in the crank and pushed on it.
