It sounds like some sort of tranny issue. Does it shift into 4th during normal driving?

If you are hitting 115 in 3rd at 5K rpm then you are about at the limit of the engine's computer. The trans not making 4th is keeping you from going faster. Did you get all the plugs plugged back in when you put the new engine in the car? This could be a simple matter of the car just not knowing it can shift again. Also are you driving in D? I know the gear select in the car prolly shows on OD but the tranny may not be in OD. Check the linkage and make sure it is in the proper location. I would be looking into a tranny issue instead of an engine issue. I hope this helps

Does the trans shift into 4th if you don't have your heel to the steel?

Yeah under normal conditions in OD, it shifts perfectly fine

So then, is it correct to say that the trans shifted fine before the engine change?
I'm leaning toward checking the shift linkage too, as Massey suggested. It's possible something got tweaked in the process. Get the front of the car in the air and block the rear tires. From inside the car, put the trans in "D", get under the car and disconnect the cable from the trans linkage arm, and make sure the transmission is "clicked" into gear. Then go make sure that the shifter is completely in the D position from inside the car. Now go back under the car and see if the cable lines up with the trans arm. If not, adjust it until it does.

the trans uses the engine readings at wot and vss readings otherwise. also if the shop messed with the trans programing it can mess with the 3-4 shift. what if u shift manually will it go in od?
