P0113: Intake air temperature circuit high input. For starters, try cleaning your IAT sensor with MAF cleaner spray.
P1406: EGR valve pintle position circuit. Check to see if the EGR is carboned up, and clean it. Could also be an electrical issue.
P1651: Cooling fan 1 control relay circuit. That refers to an electrical issue on the input (controlled, not load) side of the relay.
But I'm thinking if maybe you tripped that code when you unplugged the relay.
Sometimes, depending on the DTC code that throws, the radiator fans will kick on. It's the systems way of putting the car in survival mode.
I'd fix the IAT and EGR first, get the codes cleared, and then see if the fans still run or if the 1651 code returns.

go after the 113 first. test the sensor to see what its seeing. a good scanner should let you see or can test with ohm meter. should ohm the same as ect sensor and i am assuming the 96 3.8 has the same ohm to temp conversion as the lt1. 4th Gen LT1 F-body Tech Articles

Thermostat could be stuck open. When I had my Camaro, I had a similar issue of the radiator fans being on all the time, even on a cold start. Replacing the thermostat fixed that problem for me.
