dont leave me hangin guys! please.
should i,
A. remove upper intake/throttle body. and clean.
B. remove egr and try to blow deposits out of engine and lines
C. seafoam
D. C4 the gas tank and detonate!

You replaced the EGR valve, and it's still the same, so the valve is out of the equation. "Control circuit" means you have an electrical issue. Could be the wiring, no signal from the computer, etc. Don't go digging into the mechanics of the engine, you won't cure anything there. Here, pull up a chair, and pop open a beer or two: Part 1 -How to Test the GM EGR Valve (P0401, P0403, P0404, P0405, P1404, P1406).

i took some notes and will go fool around with my multimeter this weekend.
i still think the upper intake is clogged, we will see.

one question, the egr is brand new obviously, can i remove and reassemble with the same gasket? as long as i am careful.

thanks as usuall, perfect site i will use it alot.

Chances are the gasket hasn't baked itself on, but might as well approach with caution. You could always use a dab of hi-temp RTV if you get a little lifting.

i will be running some tests soon il keep the progress posted

He has a factory service manual (the big book) for his car, as I do for all my cars. It's a wise investment, and deals can usually be found on ebay.

^^^ yep its a factory service/shop manual. 95 is a two volume set. wow this guy has all the updates. 1995 CHEVROLET CHEVY CAMARO + PONTIAC FIREBIRD FACTORY SHOP SERVICE MANUAL ++++ on eBay!

Checked for vacuum leaks today, there were none.
going back outside to trace the wires to the ecm. for a second time. maybe find some corrosion or something i didnt see
still no progress on this issue

again, with the key on, and engine not running
the plug displayed no voltage anywhere and would not test for resistance.

should be getting power to the brown wire with the key on. test to see if its gounded.
