Default code po410 issues

I have a 99 Z28 with 65k miles with code po410 coming up. The dreaded air flow code. All components are working. Air pump, solenoid valve, check valves. I'm left to find an air blockage. It's common to have to clean the exhaust manifold ports to clear the blockage. Has anyone had this issue? If so, was cleaning the port holes on the exhaust manifolds necessary? Is their a way to clear the holes without removing the manifolds?

It's easy to check for manifold blockage, but I doubt you will find any. Just unbolt (2 small bolts each) the two air pipes at the manifolds and lift them up. Takes 5 minutes for both.

To be honest, I would recheck the pump motor and air valves. Do you hear the motor running for the first 2 minutes after a cold start? If so, try removing the hose from a check valve and see if there is air flow there. That code indicates a problem with both sides so I suspect anything in common.
