Default car won't start.. electric problem

just finished putting in a new 3.8 in my 96 camaro and it turns over but won't start. i ran some tests and noticed i'm not getting power to my injectors or coil. i then thought it was the computer but my scanner is able to communicate with it. i then checked the wire harness and only found two cut wires however i don't believe that would stop it from starting. anyway one wire is a black wire directly behind the coil right next to the firewall and the other if by the alternator by that injector its brown. i still think its the computer but how can my scanner be able to identify it? is there anyway to test the ecu?

check your ignition fuse. sorry, i dont have any wiring diagrams for the 3.8. maybe bc does.
