Yes that's for your car, it's a top shell that covers the top when it's down. It's fine if you leave your top down most of the time, and a pain in the butt if you regularly put the top up and down, up and down. Ever drive a convertible when the weather starts out nice, then you get caught in a rain on the way home, and quickly put the top up at a stop light? I have. That ain't happening so easily with the cover on. It's nifty for parades though!
If that's for a 1998 Camaro, it must be an aftermarket cover. The factory boot cover is a three piece plastic design with tabs that hold it in place by closing the trunk lid and slots in the front seat belt covers. The picture below is of a factory cover. The color may differ, depending on the model year it came with.
