brake assembly

Default brake assembly

so for a while now ive been wonderign why my car still rolls down the hill even with the park brake on, so i went and took the wheels off and experimented, my right wheel is super tight when the park brake is on, but the driver's side i can rotate the wheel and move it around fairly easily (as a matter of fact when i was removign the wheel it was a PITA sicne the wheel would move along with the tire iron) so i took the assemblies apart and i noticed that a spring looking thing (kind of looks like one that you'd find on a little forearm excercising thing) was a lot more loose and weathered looking than the one on the passenger side... so my question is what is it called and where can i buy a new one =] i put my wheels back together without taking a picture... so ill just find a picture of what it kinda looks like online
