Default Aiming headlights left and right problem

I can't believe I'm asking this, and also I can't find another thread, which worries me that I'm the first to have this issue...
but, the headlights were aimed for, I dunno, coon hunting or something, the passenger was all the way up, and to the right, and the driver's side was spotlighting dead center in front of the car like 4 foot out.

So, I have them aimed well for the height, and the driving lights are now filling in the lower area in front of the car, as they're designed, instead of acting as the headlights... I do not for the life of me understand how they thought they had them aimed (prev. owner) or how they could stand to drive in the dark, but anyways, I used the screws on the inside edge, between the low and high beams, and nothing happened
is there another step involved here? i'm going to shoot the screws with some pb blast and see if that doesn't help out, I'm assuming they're just sticky and/or dry, but if i'm wrong, please toss me some ideas lol

looking straight at it, should be a torque bit screw on the side and top of the headlight. could be its stripped.

well, i was wondering that, but the adjusting marker (have no clue what it's actually called) looked like it was moving on the passenger side, and i'm honestly not sure i didn't get it to move FURTHER to the right! argh. I'll wait til later and some dusk, and go try it again. These little bity issues are the things that make me wonder why I buy projects lol
