Looking at craigslist and came across this.

1994 Z28 camaro project turns over no start

Says it is swapped engine from another car.. for only $850 what do you guys think? Should I buy it and see if i can find the problem ? (Maybe fuel pump?) OR put it in a shop ? Thoughts pleaseee!!

Asking $850, and he'll probably take $500. There's absolutely no way you can lose on a deal like that. There's many times over that amount in parts.
I would buy it with the intention of either: 1) getting it running, or 2) selling it off in parts if the engine turns out to be junk.

My guess would be he did not do his research and installed a motor from a different year. Now it needs the harness swapped and maybe some other parts to work with the original PCM. If you can find out what year the motor is from and he has all the right parts it may be a easy fix with the right information. Although installing a engine wiring harness is not supper easy its not too bad.

Well worth the money if your ready for some research. Heck it may just need the Vin flashed on the PCM.
