Default '95 v6 speedo help

hello, im new to the forum here but was needing a little technical assistance, i have a 1995 v6 3.4 manual camaro, and i am having trouble with the speedometer, when actually driving the car it never registers over about 5mph, however if you actually spin the speed sensor while it is disconnected from the transmission it registers on the speedometer correctly, we have changed the speed sensor, and the gears that connect to it, and was looking for assistance as to fix this

thanks guys

make sure the gear on the trany shaft is not spinning on the shaft. should be a clip/key that holds it in place.
