Default 93 Z28 Rev limiter at 3k??

I’m new here so I don’t know if I’m making this post right, but I’ve been going at this car for a week now trying to figure out why it acts like it has a rev limiter at 3k rpm’s, it starts fine but idles at 1.5-2k in park and neutral and 1k in gear. When driving it will drive but only up to 3k. I’m at my wits end and really close to throwin in the towel. There’s a video to kind of show what I’m talking about

I don't see a video but something is amiss,I had a '93 Z28 and it would rev 5500 rpms no problem.
Wish I could help but the only problems I had with mine were the Optispark going bad and an alternator that was weak causing weird running.
Maybe a mass airflow sensor or something, hopefully some of the experts in here will chime in soon, sometimes it takes a while but there are some really experienced guys in here so hang tight.

with the engine off put gas peddle to wide open throttle then check the throttle body to see if its at wot. remove air intake elbow and look in the throttle body and see if the butterfly is open all the way. test fuel pressure both while not running with key on and while running. did this just happen or has it been doing this from your beginning working on car. when was fuel filter last changed? it kind of been like this since I first got the car to not bog itself to death when I gave it gas after replacing a censor
