I just got a 96 and the release is laying by my seat, where is it supposed to be?

It does not appear to have ever been there or go there, but I may be wrong.

Well there is no button in the glovebox, and the release is just laying loose by my driver seat. It has plastic with holes in it for mounting somewhere, I can't figure out where. (thought this was a ez question lol)
