TPI cold start option?

Default TPI cold start option?

i am trying to swap in a 350 tpi motor into an 84 z-28. i started with a 350 from an 89 GTA but since the tpi setup on the GTA was painted gold by the previous owner i am using a fuel rail from a 305 car i found on e-bay. the units seem to be the exact same and i have swapped 350 injectors onto the 305 rail. the issue now is that there is a port connection on the drivers side rail at the back where the GTA's rails are closed. a repair manual is suggesting this is a cold start kit or something like that. i am curious if anyone knows what that is and how to close it off. georgia isnt that cold and removing that gold paint from the GTA rail would be a pain in the neck!

the cold start is like a choke on a carb. dont know how to close it off.
